PURPOSE
The Council of Parent Attorneys and Advocates (COPAA) is a national nonprofit dedicated to protecting the legal and civil rights of students with disabilities and their families. It works to ensure that every child has access to a free and appropriate public education (FAPE) under the Individuals with Disabilities Education Act (IDEA) and Section 504. COPAA combines legal advocacy, public policy influence, and family training to safeguard inclusive, equitable education for all students, including in Texas.
OUTREACH
In Texas, COPAA’s network of attorneys, special education advocates, parents, and students with disabilities collaborates with local coalitions, community advocates, and education professionals to monitor compliance with federal protections and respond to harmful policy proposals.

Protecting Students’ Legal Rights
COPAA educates families on their rights under IDEA and Section 504, ensuring they can secure the services and accommodations needed for student success.
Opposing Policies That Weaken Inclusion or Equity
The organization challenges state or district-level actions that reduce special education funding, segregate students, or undermine inclusive practices.
Empowering Parents and Advocates Through Training
Through webinars, workshops, and conferences, COPAA equips parents and advocates to be effective voices in Individualized Education Program (IEP) meetings, school board hearings, and legislative sessions.
